  • Gov. O'Malley signed a bill that reduces the maximum penalty from one year to 90 days in jail for marijuana possession of a quarter-ounce or less. The bill, which was sponsored by Del. Luke Clippinger (D-46) and backed by Baltimore State's Attorney Gregg Bernstein (pictured), is designed to ease a logjam in Circuit Courts around the state. "I have never seen anyone get more than 90 days (for minor marijuana possession) anyway," says Clippinger, an Assistant State's Attorney in Anne Arundel County.
