Baltimore Department of Transportation employee Jarod Carter, right, helps Canton resident Justin Ellis fill some sandbags at the Fell’s Point Broadway Pier. Last Friday, the city made sandbags available for residents and businesses who needed them in anticipation of Hurricane Sandy. Governor Martin O’Malley declared a State of Emergency on Friday, and Mayor Stephanie Rawlings-Blake activated the city’s Emergency Operations Center for Storm Response and Recovery Operations on Sunday. Also last week, the Baltimore Gas and Electric Company requested 2,000 out-of-state linemen and tree workers to assist in the storm.

President Barack Obama signed an Emergency Declaration for Maryland early Monday afternoon.
